What is a Continuum of Care?
- The West Virginia Balance of State Continuum of Care (WV Bos CoC) is a statewide collaboration of housing providers and service agencies working together to address homelessness across West Virginia. The CoC coordinates housing and support services, aligns funding and policies, and uses data to strengthen the effectiveness of the homelessness response system. The goal of the WV BoS CoC is to improve access to housing resources, reduce barriers to stability, and support individuals and families experiencing homelessness across the state.
- There are four CoCs in West Virginia, each responsible for coordinating the homeless response system in different parts of the state. The West Virginia Balance of State (BoS) being the largest CoC, serving 44 out of the state’s 55 counties.
- Each CoC has its own Coordinated Entry System, so it is important to know which CoC you are located in to understand who to contact for service coordination. The map below shows the geographic areas covered by each CoC.
Our Role as CoC Lead Agency
- The West Virginia Coalition to End Homelessness (WVCEH) serves as the Collaborative Applicant and Lead Agency for the WV BoS CoC. In this role, WVCEH is responsible for coordinating the planning, oversight, and implementation of the homeless response system across the Balance of State.
- Core responsibilities include:
- Monitoring and oversight of HUD CoC and Youth Homelessness Demonstration Program (YHDP) funded projects
- Designing and evaluating the Coordinated Entry for the Balance of State
- Designating and operating the Homeless Management Information System
- Supporting CoC governance, planning and performance monitoring
- Providing training, technical assistance, and system development support to partner agencies
- Planning and conducting the annual Point In Time Count
- Reporting to HUD on CoC System Performance Measures
- Coordinating supportive services tied to special population vouchers through local Public Housing Authorities, such as Foster Youth to Independence (FYI)

- The WV BoS CoC facilitates the biennial HUD Continuum of Care Program funding application process for its 44-county service area.
