The West Virginia Coalition to End Homelessness (WVCEH), on behalf of the Department of Human Resources (DoHS), Bureau for Social Services (BSS), is seeking proposals from qualified 501c(3) non-profit organizations to deliver lower-barrier, housing-focused shelter services for people experiencing homelessness.
The WVCEH has divided the state of West Virginia into 11 service regions; 8 regions included in the Balance of State, and each of the other 3 Continuums of Care (Huntington Area [9], Kanawha Valley Collective [10], and the Northern Panhandle [11]) as separate regions to equal 11. A priority for shelter funding is supporting a shelter in each of the 11 regions. NEW applicants from Regions 3, 4, and 8 will be considered for FY27 WVCEH DoHS funding along with renewal projects. The remaining regions currently have funded shelters and will be considered renewal projects for the FY27 WVCEH DoHS Shelter Funding Competition.

**ALL currently funded WVCEH DoHS agencies AND agencies interested in submitting a new project application are required to submit a Letter of Intent (LOI).
FY27 COMPETITION
- Renewal Projects: All applicants currently receiving FY26 WVCEH DoHS shelter funding are considered a renewal project for FY27.
- New Applicants: New applicants include any agency that is not currently receiving FY26 WVCEH DoHS shelter funding. Out of the 11 regions in WV, 8 regions currently have projects receiving WVCEH DoHS shelter funding. Regions 3, 4, and 8 do not.
- As the goal is to fund at least one shelter in all regions, only new applicants from Regions 3, 4, and 8 will be considered for FY27 funding.
- Award Cap: The maximum funding award a project could receive is $200,000. Applicants must plan to adjust their proposed budget based on ranking and awarded funding.
- Total Available Funding: WVCEH anticipates the total funding award from DoHS to remain the same as FY26 funding, but it could be subject to change.

- Tuesday, May 5, 2026, 10:00 – 11:30am – Mandatory Project Applicant Meeting (Invite link will be sent out after LOIs are received)
- Friday, May 22, 2026 by 5:00pm – Completed application and required documents due (via email to jessicagregg@wvceh.org)
- Week of May 25th – Rating & Ranking Committee Interview (exact day and time per applicant will be scheduled after the Project Applicant Meeting)
